I somewhat disagree, although the colors of the clothing may distract the viewer from the overall person, clothing can also be a representation of what kind of person is wearing them, and their tastes. Black and white can create a more united subject, since all of its components match in terms of being colorless. The point he is trying to make is that the lack of focus on the clothing creates a more personal photo, as the colors aren't fighting for attention. Neither choice is necessarily better than the other.
